It’s as the infographic states — front and rear are required. The front mount for my car requires permanent mounting (drilling) so the dealership asked me if I wanted it done. I said no and keep my plate and the bracket in my trunk just in case.
I believe the fine is less than $50, but not sure. Regardless, it does not appear that law enforcement or the state troopers care. Which is really strange as law enforcement was one of the opponents of [a cost-saving measure proposed in 2013](http://host.madison.com/wsj/news/local/govt-and-politics/at-issue-license-plates/article_386717c0-b652-5763-80db-6ff55817b5ed.html) would have made WI only require one plate.
It would have saved the state a modest amount of cash in manufacturing costs. They opposed it basically under the assumption that when trying to apprehend a suspect having more ways to find their vehicle was better than less. Entirely reasonable, but I think I’d rather save the money there instead of taking it from education or public services.
