The issue wasn’t the destroyer being in the South China Sea it was the destroyer passing within 12 miles of one of the islands that China claims as their own and which is disputed by the US and others. The 12 mile limit is important as anything from the shore to twelve miles is considered to be sovereign territory of a nation state.
Now ships are allowed to transit within the limit as civilian and military ships have the right of ‘innocent passage’ (basically as long as they’re not doing anything illegal or interfering with the safety of other ships then they have the right to transit) but it’s still kinda of a big deal considering the wider political issues around those islands and who actually owns them.
So the reason no one is making a big deal of CVN-71 being in the South China Sea is that CVN-71 isn’t sailing within 12 miles of these disputed islands.
It’s also worth noting that *Lassen* is actually part of *Roosevelt*’s strike group anyway.
